Running cost
A mini-split’s seasonal heating electricity is the heat you need divided by its HSPF2 (and by 1,000 to get kWh). With an example 20 million Btu and HSPF2 7.6 at the U.S. average 18.31ยข/kWh (EIA, July 2026), that’s about 2,632 kWh, or $482, against about $1,073 for electric baseboard. The math shows how to compare propane, oil and gas with EIA conversion factors, and the operating cost calculator does it with your state’s rate.
Tax credits and rebates
ENERGY STAR says the federal 25C air-source heat pump credit covered products purchased and installed from January 1, 2023 through December 31, 2025 (30% up to $2,000). A system installed in 2026 doesn’t qualify. Utility and state rebates may still apply, often with contractor and efficiency requirements. See heat pump tax credit in 2026.
Refrigerant rules
Under EPA’s Technology Transitions rule, new residential heat pumps must use refrigerants with a GWP of 700 or less, from January 1, 2025 for new systems. That’s why new mini-splits use R-454B (GWP 466) or R-32 (GWP 675) instead of R-410A (GWP 2,088). Existing R-410A systems can still be serviced. See R-410A vs R-454B and R-32.
Certification
Refrigerant connections fall under EPA Section 608; see EPA 608 and DIY.

What drives your actual cost
- Your electricity rate. Rates vary widely by state and utility. Use your own bill’s rate, including delivery charges, in the calculator. EIA’s state table is a good fallback (EIA Electric Power Monthly).
- Time-of-use pricing. If your utility charges more at peak hours, running cost depends on when the unit runs, not just how much.
- Real-world efficiency. HSPF2 is a seasonal test rating. Actual efficiency falls in colder weather and with poor installation, so treat the calculator result as an estimate.
- What you’re replacing. The saving depends on the old fuel and its efficiency, which is why the math page compares fuels on cost per million Btu delivered.
The HFC phasedown behind the refrigerant change
The AIM Act directs EPA to phase down U.S. production and consumption of HFCs to 15% of baseline by 2036 (EPA, HFC phasedown). As supply of R-410A shrinks, it may cost more to service older systems. In May 2026, EPA published a reconsideration rule, effective July 27, 2026. It removed the installation deadline for residential split systems whose specified components were all made or imported before January 1, 2025 (Federal Register 2026-10387). See R-410A vs R-454B and R-32 for details.
Federal rebates in 2026
The federal tax credit has ended, but the Inflation Reduction Act’s state-run rebates continue in some places. DOE renamed the HEAR program the High-Efficiency Electric Home Rebate (HEEHR) program in Program Notice 26-2, effective May 29, 2026. The notice also gave launched states three months to bring their programs in line with the new guidance (Program Notice 26-2). DOE’s program page says rebates are available in select states and points you to your state energy office (DOE). Check whether your state is open, what the income limits are, and whether you must reserve the rebate before work starts.
General information. For installation, follow your unit’s manual, EPA Section 608 rules, the NEC as adopted locally and local code, and use a licensed electrician where required.
